The Tech in My Life #2: Goonhilly

After the previous tech-related blog on Telstar, it makes sense to mention Goonhilly, a UK-based satellite dish that has been playing a key role in communications and space exploration for more than 60 years.

Goonhilly received the first trans-Atlantic TV signals transmitted via Telstar, and broadcast them into British homes, in 1962. I was too young at the time to recall seeing those early signs of global communications; but I do remember getting up early in the morning to watch the live broadcasts of the Mexico Olympic Games in 1968, and the Apollo 11 moon landing the following year.

During a family holiday in Cornwall in the mid-1960s, my parents took us on a visit to Goonhilly Downs, including a tour of the satellite tracking station. Of course, it was not really possible to see what the dish was actually doing, but I came away with a small souvenir of this new age of technology.

I was given a small strip of computer punched tape. I had no idea what the holes on this strip of paper meant, or what information they represented. But it felt significant to have hold of this data artefact, which I kept for several years.

After I left high school, one of my first jobs was as an outdoor clerk for a firm of solicitors. This involved spending many hours in the communications room, where among other things, the telex machine was located. The secretaries who worked at the firm were required to type the text using a keyboard, and the message came out as a series of holes punched into similar paper tape. The tape was fed back into the machine to play it at a higher speed than could be humanly typed, to transmit the recorded message. Even though faxes were becoming more popular, the legal profession still used telex, not only for speed and for long distance communications, but where the record of a telex transmission was required as proof of delivery.

Goonhilly itself is an icon of both technology and culture, and retains a special place for people of my generation – growing up, its name was synonymous with space and communications. And it has been the inspiration for a number of musical tributes, including a concert to celebrate the 50th anniversary of the first moon landing.

The Tech in My Life #1 – Telstar!

This week’s blog is the first in a series on key technology that has helped to shape my life. It will be a very personal perspective, and obviously it can’t capture every tech development, interface or environment that I have engaged with. But as I hope to establish, my selections do reveal three recurring themes: information, communication, and music. These threads should become apparent in the coming weeks.

First up is a record, “Telstar”, released by The Tornados in 1962.

I have blogged about this record before, mainly from a musical perspective. But as a tech artefact it also provides other context.

It is probably the first 7″ vinyl record that I can recall hearing – and certainly one of the only pieces of music from my early childhood that remains both familiar and intriguing to this day. Maybe it was also the first record I got to play on the family Dansette myself, so there is a reinforced tactile connection with the record as a “data object” and the gramophone player as a “playback device”. And while the tune itself is relatively simple, the arrangement and recording techniques reveal a lot more depth than a normal pop record. For a start, the choice of electronic keyboards, and the treatment of the electric guitar give it a suitably unworldly atmosphere.

More specifically, and without my realising it at the time, it is probably my earliest experience of musique concrète. I distinctly remember putting my ear as close to the speaker as possible to absorb the opening passage of Joe Meek’s sound effects, tape manipulation and general studio wizardry. What were these strange noises? Why did they fascinate me? Was it really music, or was I hearing something else entirely, like signals from outer space?

Which is exactly the point, as “Telstar” is named after the communications satellite of the same name. Leaving aside Joe Meek’s fascination/obsession with spiritualism and the occult, he was something of an autodidact in the studio – if he needed a particular effect (“what would a satellite signal sound like?”), he would create or improvise from whatever technology was to hand (primitive or otherwise).

In coming weeks, the significance of “Telstar” (the satellite) on my childhood will emerge. But if I was ever invited to appear on “Desert Island Discs”, I’m certain that “Telstar” would be included in my playlist of 8 records.

“What Should We Build?”

Over the past week, the Leader of the Federal Opposition has been asking a series of questions on Twitter and elsewhere, about “what should Australia be building?”. As well as building the foundations of Labor’s Federal Election policy platform for boosting jobs in the manufacturing sector, it also provides lots of photo ops for pollies in hard hats and hi-viz clothing. (I do wonder why the potential Prime Minister hasn’t thought of this idea before, or why he appears to not know the answer – isn’t that his job? It also makes me wonder whether we need Parliament anymore, since our elected representatives prefer to conduct their “debates” via Social Media and Press Conferences…. it would save a lot of time and money!)

There has been no shortage of suggestions from the Twitterati, which fall into the following main categories:

  • Renewable energy
  • Trains
  • Trams
  • Ferries
  • High-end engineering

But there has also been commentary around Labor’s ambivalence on the coal and gas sector (especially in the key state of Queensland), and the irony that we export cheap raw materials and import expensive finished goods. Then there is debate on the amount of local manufacturing content that already exists in Australia’s state-based trains and urban trams/light rail systems (skewed by the question of local vs foreign ownership). Plus, there’s the thorny issue of high-speed inter-city trains…

As I commented recently, the manufacturing sector accounts for fewer than 1m local jobs (less than 10% of the working population), and 6% of GDP. It has been declining steadily as a contributor to GDP since the 1960s, and more rapidly in recent years since we abandoned key subsidies to the car industry. I don’t think anyone is suggesting we return to the days of metal bashing and white goods. And while we’ve got to be selective about the type of manufacturing base we want to to develop, we also have to be realistic about the manufacturing capabilities we want to encourage and enhance.

The latter involves developing transferable skills, creating interoperable production lines, deploying modular designs and inter-changeable components, and recycling/repurposing. All of which should mean we don’t need to make every part of every item domestically, but we know how to assemble, service, maintain, repair and replace goods locally, and we can focus on adding value that can be fed back into the supply chain, which in turn can be exported (via know-how and services). Australia has some decent research and development capabilities, but we are not always very good at raising domestic investment, or commerciliasing our IP (so this value ends up being transferred overseas, with little to no return accruing locally).

I’m not a huge fan of simplistic “buy local goods/support local jobs” campaigns, or local content quotas. The former can degenerate into trade protectionism and economic nationalism; while the latter tend to favour inefficient incumbents within cozy duopolies (see the broadcasting and media sector). The current debate has also raised questions about procurement policies, and I for one would welcome a total revamp of government IT purchasing and deployment at Federal, State and LGA levels.

There’s also the consumer angle: Australians are notoriously “cost conscious”, so will they be prepared to pay more for locally-made goods, even if they are better designed, well-made and energy efficient, compared to cheaper, less-sustainable imports? (This is also linked to the question of wage growth and restrictive trade practices.)

The recent pandemic has highlighted some challenges for the structure of the local economy:

  • Disruption to distribution networks and supply chain logistics
  • Food security
  • Energy self-sufficiency
  • Inability to service equipment locally or source spare parts
  • Different standards across the States
  • Medicine and vaccine manufacture, sourcing and distribution

For an up-to-date perspective on where Australian manufacturing policy needs to be heading, I recommend taking a look at the Productivity Commission’s latest submission to a current Senate enquiry. (Am I alone in thinking that the PC, along with the ACCC, is doing more to develop and advance economic policy than our elected representatives?)

The PC’s submission addresses a number of key points:

  • R&D incentives are hampered by complex tax treatment
  • Policies (and subsidies) favouring one industry create uncertainty for others
  • Need for IP reform (especially “fair use” of copyright)
  • The National Interest test needs clarifying
  • More effort on up-skilling through more relevant education and training
  • The role of manufacturing capabilities in supporting supply chain infrastructure

Finally, while I agree that there needs to be some focus on renewable energy and public transport, we should not ignore food and agriculture, bio-tech, IT, automation, robotics, materials science and other high-end capabilities in specialist design, engineering and recycling (including reclaiming precious minerals from obsolete equipment).

(And did I mention the “Innovation Agenda” and the revolving door at the Federal Ministry?)

The Limits of Technology

As part of my home entertainment during lock-down, I have been enjoying a series of Web TV programmes called This Is Imminent hosted by Simon Waller, and whose broad theme asks “how are we learning to live with new technology?” – in short, the good, the bad and the ugly of AI, robotics, computers, productivity tools etc.

Despite the challenges of Zoom overload, choked internet capacity, and constant screen-time, the lock-down has shown how reliant we are upon tech for communications, e-commerce, streaming services and working from home. Without them, many of us would not have been able to cope with the restrictions imposed by the pandemic.

The value of Simon’s interactive webinars is two-fold – as the audience, we get to hear from experts in their respective fields, and gain exposure to new ideas; and we have the opportunity to explore ways in which technology impacts our own lives and experience – and in a totally non-judgmental way. What’s particularly interesting is the non-binary nature of the discussion. It’s not “this tech good, that tech bad”, nor is it about taking absolute positions – it thrives in the margins and in the grey areas, where we are uncertain, unsure, or just undecided.

In parallel with these programmes, I have been reading a number of novels that discuss different aspects of AI. These books seem to be both enamoured with, and in awe of, the potential of AI – William Gibson’s “Agency”, Ian McEwan’s “Machines Like Me”, and Jeanette Winterson’s “Frankissstein” – although they take quite different approaches to the pros and cons of the subject and the technology itself. (When added to my recent reading list of Jonathan Coe’s “Middle England” and John Lanchester’s “The Wall”, you can see what fun and games I’m having during lock-down….)

What this viewing and reading suggests to me is that we quickly run into the limitations of any new technology. Either it never delivers what it promises, or we become bored with it. We over-invest and place too much hope in it, then take it for granted (or worse, come to resent it). What the above novelists identify is our inability to trust ourselves when confronted with the opportunity for human advancement. Largely because the same leaps in technology also induce existential angst or challenge our very existence itself – not least because they are highly disruptive as well as innovative.

On the other hand, despite a general shift towards open source protocols and platforms, we still see age-old format wars whenever any new tech comes along. For example, this means most apps lack interoperability, tying us into rigid and vertically integrated ecosystems. The plethora of apps launched for mobile devices can mean premature obsolescence (built-in or otherwise), as developers can’t be bothered to maintain and upgrade them (or the app stores focus on the more popular products, and gradually weed out anything that doesn’t fit their distribution model or operating system). Worse, newer apps are not retrofitted to run on older platforms, or older software programs and content suffer digital decay and degradation. (Developers will also tell you about tech debt – the eventual higher costs of upgrading products that were built using “quick and cheap” short-term solutions, rather than taking a longer-term perspective.)

Consequently, new technology tends to over-engineer a solution, or create niche, hard-coded products (robots serving ice cream?). In the former, it can make existing tasks even harder; in the latter, it can create tech dead ends and generate waste. Rather than aiming for giant leaps forward within narrow applications, perhaps we need more modular and accretive solutions that are adaptable, interchangeable, easier to maintain, and cheaper to upgrade.
